Several casting related tweaks made. see 'help changes_15092008'
* Fizzling no longer happens out of combat.
* Spell casting no longer causes voice/upper body delays
(jab/stab delays).
* Leathercrafting now allows Collars and Barding of custom level.
* Fixed rogue %s in simulacrum description.
* Stalkers no longer get saved in citadels.
* No longer possible to get into endless fights with the supermob by
damaging room programs.
